Inihayag ng Land Transportation Franchising and Regulatory Board nitong Huwebes na papayagan nitong na bumiyahe pa rin sa ilang piling ruta ang non-consolidated na public utility vehicles o traditional jeepneys hanggang sa Enero 31, 2024.
Sa Memorandum Circular 2023-052 na epektibo nitong December 25, 2023, naglabas ng panuntunan ang LTFRB kaugnay sa implementasyon ng PUV Modernization Program kahit matapos na ang deadline sa consolidation application.
Nakasaad sa limang-pahinang circular na ang mga ruta ng PUV operators na hindi nakahabol sa consolidated transport service entity “shall be allowed to operate until 31 January 2024.” Layunin nito na hindi maapektuhan ang operasyon ng “public transportation routes without consolidated TSE.”
Sa kabila ng isang buwan na palugid, maglalabas pa rin ang LTFRB at mga regional offices ng show-cause orders bilang pagtalima sa Public Service Act.
Kung matatandaan, naglabas ang LTFRB ng Memorandum Circular 2023-51, na nagpapawalang-bisa sa mga permit o Provisional Authorities na ibinigay sa mga individual operator sa lahat ng ruta na walang consolidated Transport Service Entity, na epektibo sa January 1, 2024.
Ang mga PUV operator na mabibigong sumunod sa naturang kautusan pagsapit ng deadline “shall not be confirmed for purposes of registration as public utility vehicles.”
Sa pinakabagong circular ng LTFRB, sinabi nito maaari silang magbigay special permits to operate sa mga ruta na walang consolidated TSE.
“In no case shall the consolidated TSEs that elect to operate on routes without consolidated TSE reduce its operations to more than 60 percent of its number of authorized units on its original routes,” nakasaad sa circular.
“A Selection Process, subject to subsequent issuance shall be conducted thereafter to determine the operators who will operate on this/these routes,” dagdag nito.
Sa datos ng LTFRB, nakasaad na sa buong bansa, 30 percent ng traditional jeepneys ang hindi pa consolidated bilang bahagi ng PUV Modernization Program.
