Pinaiimbestigahan sa Mababang Kapulungan ng Kongreso ang pagkamatay ng isang inmate sa New Bilibid Prison (NBP) na natagpuan ang bangkay sa pozo negro.
Nakasaad ito sa House Resolution 1136 na inihain nina ACT-CIS party-list Representatives Erwin at Jocelyn Tulfo at Edvic Yap kahapon .
“As part of the duties and functions of the House of Representatives, it is prudent to revisit and scrutinize existing laws, regulations, and circumstances that affect the country’s public order and safety primarily the country’s correctional facilities,” anang mga mambabatas.
Layunin ng HR 1136 na himukin ang kaukulang mga komite sa Kamara na maglunsad ng imbestigasyon “in aid of legislation” sa mga ahensya ng pamahalaang may tungkulin sa pagkustodia at rehabilitasyon ng inmates o persons deprived of liberty (PDL).
Sinabi ni Erwin sa isang pulong balitaan na ayon sa kanyang source sa NBP, ang biktimang si Michael Cataroja, ay nawawala na mula pa noong nakaraang buwan.
“Back in July 15, NBP said this inmate was missing. But according to my source, he has been missing since the first week of June. They only reported to the DOJ (Department of Justice) that this inmate was missing on June 15,” aniya.
Sinabi umano ng kanyang source na marami pang bangkay ang nasa loob ng poso negro ng NBP.
“Nagkaonsehan sa droga. That was what he (source) was saying. But according to the NBP, they are still investigating,” ayon kay Erwin hinggil sa motibo ng pagpatay kay Cataroja.
Nagkaputukan umano ang mga miyembro ng Sputnik at Batang Cebu, nang mawala si Cataroja, gamit ang matataas na kalibre ng armas, kuwento ng source ni Erwin.
“Inmates thought it was between SWAT or NBP guards and inmates, they were the sounds of automatic rifles. We need inquiry on this because this is the Maximum Security Compound, there has been a change of leadership, and yet drug trade remains in place,”anang kongresista.
Pabalik-balik lang aniya ang mga ganitong insidente kaya’t naghain sila ng resolusyon upang matuldukan na ang sistema ng korupsyon sa NBP.
